The Norwegian Public Roads Administration (NPRA) (Statens vegvesen) recognizes that unmanned aircraft systems (UAS) and the sensors and cameras they carry are increasingly capable and have applications that support NPRA’s data collection, hazard detection, and transportation system monitoring needs. The NPRA, working in collaboration with the Norwegian University of Science and Technology (NTNU) and the Norwegian Geotechnical Institute (NGI), is seeking information about UAS capabilities to support the development of guidelines for UAS usage. A test completed in 2016 indicate that UAS, with some limitations, could operate in winter conditions in support of roadside maintenance operations.
The NPRA are inviting UAS owners, operators, and manufacturers to apply to demonstrate the capabilities of their aircraft and the cameras/sensors carried by these aircraft for snow avalanche monitoring. The demonstration will occur on March 28-30, 2017 at and around Ryggfonn in central Norway. Ryggfonn is located in Grasdalen, 40 km east of Stryn.
Interested parties can apply to participate in the UAS demonstration. The applicant must provide information on how their UAS and the cameras/sensors carried by their aircraft meet the selection criteria outlined in the RFP. The surveillance technology used for the demonstration might include, but not be limited, to high quality digital cameras, infra-red, LIDAR, photogrammetry (structure from motion), and synthetic aperture radar (SAR). Sensors able to evaluate snow features (cornices, sluffs, etc.), measure snow volumes, depth, or water content, or detect weak layers under the snow will be of particular interest. Any UAS sensor system that can detect people and vehicles buried in the snow will also be considered as relevant.
Limited funding (30.000 NOK ex VAT per vendor) is available to support the top five applicant’s participation. Other vendors, who may be selected but are not funded, will be invited to demonstrate their technology at their own expense. The application will be due on February 27st 2017.
